Why are there two Tim Drakes in this picture?

There was a fourth Robin. A Robin who wasn’t Tim Drake.

I bet Steph’s head was originally on green glove Tim, but editorial made them change it.

There are five robins, Steph was the 4th. I’m pretty sure that the four Robins in this picture are as follows,

Bottom Right, Damian Wayne, Robin #5:

Bottom Left, Young!Dick Grayson, Robin #1:

Top Right, Young!Jason Todd, Robin #2:

And finally, we have Tim Drake, Robin #3:

…yes, I know. Damian was the fifth, and Stephanie was the fourth. There are two versions of Tim Drake in this picture, in his original suit and in his OYL suit. Steph could have been in there, instead, Tim was put in twice for some reason.
